Local Partnerships

Local Partnerships is a public sector joint venture, owned by the Local Government Association (LGA), HM Treasury and Welsh Government. We occupy a unique position in the public sector. We facilitate change by working impartially and collaboratively across all parts of central, local and regional government and devolved administrations. Our purpose is to help public sector organisations face the ever-increasing challenges of meeting rising demands for services with shrinking budgets.  

Our team of specialists brings a formidable combination of public and private sector experience, offering the highest quality and most effective support to the public sector. We are a hands-on organisation and work collaboratively for the benefit of our clients, often sitting alongside project teams, rather than providing advice from afar. We provide capacity and capability where it is needed.

Our support is especially relevant in helping councils and combined authorities with their responsibilities to shape and create place-based growth. This includes the increasing requirements for housing delivery, and the planning and funding of social, digital and enabling infrastructure. We work with authorities to develop their commercial capabilities, helping them achieve and maintain financial resilience.

Local Partnerships provides services in key areas including energy efficiency, resource efficiency and waste, housing, regeneration and growth, air quality, energy, finance, infrastructure, digital transformation and health and social care.

We are in our second year of a new 5-year strategy, with a focus on three key areas: Climate, Commercial and Place. The second year is focussing on operational effectiveness, building efficiency and improving delivery alongside expediting new business development. The aim is to grow both headcount and delivery outcomes significantly within the next 4 years.

We are seeking to recruit a passionate and committed Independent Member to steer Local Partnerships through the next phase of its development. The candidate will also be expected to assume the role of Chair of the Audit Committee per the candidate specification.

The Independent Non-Executive Director will be expected to work together with the Board, to provide strategic direction to the Chief Executive and their Leadership Team and act as an ambassador for the LLP, representing and promoting it.

They will also be expected to work collectively with the other LLP Board members, to contribute to the discharge by the LLP Board of its roles and responsibilities.

Finally, they will be expected to bring an independent and external dimension to the LLP Board's strategic direction and activities and play their part in relation to performance, risk and people.

Main responsibilities:

  • To promote the success of the LLP for the benefit of its Members and wider public stakeholders
  • To protect stakeholders’ interests through participation in the LLP’s committees as applicable
  • To support the development of strategy and policies through constructive challenge and the sharing of relevant knowledge, skills and experience in a spirit of partnership and mutual respect

Additional Responsibilities of the Committee Chair

  • To agree agenda items in advance with the Corporate Secretary or their delegate, who will issue the addenda/detailed papers the week before the meeting to maximise everyone’s contribution to the meeting
  • To agree an annual schedule of meetings in advance and where a committee member is unable to attend a meeting, to capture their input beforehand
  • To report committee activities and recommendations to the LLP Board
  • To review annual the committees terms of reference and membership, recommending any changes to the LLP Board and to evaluate the committee’s performance on a regular basis

 

Essential experience required

  • strong knowledge and understanding of central and/or local government, with a passion for supporting public sector efficiency
  • working knowledge of Board governance and regulatory frameworks, particularly in relation to complex Board structures
  • financial qualification, with an understanding of how finance works in a small to medium company, as well as the treasury management process
  • strong financial background, with previous experience of being a thought partner to the executive team
    strong stakeholder experience, with an extensive network of contacts within the public arena
  • ability to communicate effectively with a range of stakeholders
  • strong personal integrity, recognising Local Partnerships’ role in protecting the public purse
  • Strong understanding of managing risk.

Desirable experience:

  • experience of chairing an Audit and Risk Committee
  • understanding of programme and project-based activities
  • understanding of the dynamics of a consultancy that employs senior resources and supplements its expertise with associates
  • a commitment to environmental sustainability and efficiency
  • practical experience of evaluating the effectiveness of Board governance and the contribution of Board Members
  • Welsh speaking or lived experience of living or working in Wales.
